in the test plan there are two contents
1) features to be tested:responsible modules for test design
2)features not be tested:which ones and why not
(i.e):names of the old modules are not be tested

If u r doing an enhancement projects.
then 
Features tobe tested: Enhanced functionality.
Features not to be Tested: Existing funcctionality

The list of all the features that are within the scope will 
be listed out here in this section.and also the customer 
imposed features are also listed out here in this section.

Features not To be Tested:

The features that r not planned for testing based on the 
following criteria r listed out here in this section.
1.Features that r out of scope
2.Low risk features.
3.Features that r skipped based on time constraints.
